Garage Permit Closure - Physical Transponder Card

- You MUST physically return your permit card to the Parking Department office on 243 South Allen Street State College, PA 16801 in order to close your permit. The permit is yours until you properly close the permit as per contract agreement as it cannot be released or resold until closed.

- The return date is when the permit card is received in our office. If mailed, the postmark date is considered the date of return. If the permit card is placed in the black drop box located in the front entrance of the Borough building after 3:00 PM, the return date may be the following business day.

Sparks/Barnard Lot, Commuter, Beaver-Motorcycle Permit Closure - Permit is by License Plate Only (Nonphysical)

- You MUST email parking@statecollegepa.us or call (814) 278-4769 with your closure request date.

- At the date of closure your permit will be calculated for any balance owed or refund required. Permits are prorated at $18 per day until that amount reaches a half-month rental for permits closed after the first day of the month due date for the permit. Permits closed after the 15th are charged half the month plus $18 a day until it reaches the regular rental rate for that month.

Residential & Loading Zone Permit Closure

- Residential and Loading Zone permits are a flat fee per year and do not have balances owed or refunds scheduled.

Failure to Return Garage Permit Card or Cancel Permit by License Plate

- As per contract, you are still responsible for payment until the Parking Department receives an email or call notice for a permit by license plate closure or garage permit card is returned physically back to our office. Any unpaid permit balances become violations if not paid in full within 30 days of permit closure. All unpaid fees are subject to Magisterial District Court citation transfer with additional fees.

- The permit account holder and vehicle owner are responsible for all rules on the agreements, State College Borough Local Ordinances and State Laws.

How to Enroll into Automatic Payment

* The account MUST have a zero-dollar balance to enroll. Any existing balances will NOT be processed by our system and will require one last manual payment. *


1. Log into Portal

2. Click, Welcome, Jane Doe!

3. Click Manage Your Account Information

4. Click Manage Profile(s) under Credit Card Profiles

5. Click ADD NEW PROFILE and follow steps to save your credit card information

6. Click PERMITS

7. Click VIEW PERMITS

8. Click PERMIT NUMBER (e.g. BG11203)

9. Click MANAGE under Billing Method

10. Choose the credit card you've added and click SAVE CHANGES


* It is imperative to review each emailed monthly statement even being enrolled into auto pay withdrawal. If there is ever an issue with your credit card, the monthly statement will notify near the bottom of the page that it was declined or rejected by your bank. If this happens, a manual payment is required for the billing cycle by the 1st of the month. *

Permit Auto Pay and Auto Renewal Reminder

As a general reminder, please keep the following in mind for your parking permit:

-Payments are due on the 1st of the month every month. Late fees will be charged on the 5th and 10th if unpaid, and the account will be closed on the 15th if a balance remains.

-Permits will auto renew around the middle of each month extending your permit expiration to the following month's end so that payment cycles can begin. Your permit must still be paid by the 1st.

-Auto Pay will work if you set it up with a valid card and have a zero-dollar balance on account. If you have an amount due, it must be paid before auto pay will kick in.

-Your customer statement will have a memo at the end letting you know if your credit card expires soon or if the card on file is declined.

-The permit account holder and vehicle owner are responsible for all rules on the agreements, State College Borough Local Ordinances and State Laws, please read carefully.

Validation Invoices Fixed!

Validation invoices have been fixed to display online the amount owed on your invoices and are ok to pay online at this time.
