On Street Meters HONK Payment Zones:

HONK is now available for on street meter payments. You may notice a sticker change soon on our meters, and the zone numbers are exactly the same!

4201 - All College Avenue meters
4202 - All Beaver Avenue meters
4203 - All North / South running street's meters, Foster Avenue and Nittany Avenue meters

The other zones have been in place, but as a reminder

4214 - McAllister Deck level 2 (only available/live after the monthly permit only restriction time as signed)
4215 - McAllister Deck levels 1 and 3
4216 - Beaver Lot

Sessions may begin with QR code scan, Text or by using the HONK App. You may still use ParkMobile at this time if desired, however, PArkMobile may be phased out during 2026.

Upcoming Parking Changes for Central Pennsylvania Festival of the Arts

The Borough of State College Parking Department will lift the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions starting at 2 a.m. on Wednesday, July 8. Restrictions will be reinstated at 6 a.m. on Sunday, July 12. Event rates will be in place at all lots and garages starting at 6 p.m. Wednesday through 6 p.m. Sunday.

Some current parking signs will be covered, and temporary exhibitor signs will be posted in these areas. Visitors are encouraged to use the Beaver Garage, Fraser Garage or Pugh Garage, each of which are accessible 24 hours a day. Festival parking and bus service to the Central Pennsylvania Festival of the Arts will be available via the Blue Loop on Penn State’s campus.

Exhibitor parking areas during the Central Pennsylvania Festival of the Arts will be strictly enforced, and vehicles will be subject to ticketing and towing. Lawn parking will not be permitted.

Please note that Pennsylvania Vehicle Code Violations will be strictly enforced:

No Parking on the Sidewalk
No Parking within an Intersection
No Parking on a Crosswalk
No Parking within 20 feet of Crosswalk at an Intersection
No Parking 30 feet of a Stop Sign
No Parking over 12 inches from the Curb
No Parking against Traffic
No Parking in Front of Driveway
No Parking Anytime
Cars in violation of any of the above violations will be subject to ticketing and towing. 

All other non-PA Vehicle Code Violations will be strictly enforced, as well. Parking meters on-street and parking lots are enforced from 10 a.m. until 10 p.m.

Upcoming Parking Changes for July 4th.

State College, PA –

The Borough of State College Parking Department will be lifting the “No Parking 2 A.M. to 6 A.M.” and the one- and two-hour restrictions beginning at 2:00 am on Friday July 3rd, 2026.
All restrictions will go back into place at 6:00 A.M. Monday, July 6th, 2026. Payments for on-street meters, Beaver Lot and McAllister deck are not required on Saturday July 4th. 

Lawn parking will not be permitted
